Guidance Note

This guidance note recognises the broader global factors currently impacting communities, including ongoing conflict in the Middle East and the flow-on effects being felt locally through rising fuel prices and cost pressures. 

These impacts may affect our members, our services, and the people we assist. This guidance is intended to support Conferences in responding to requests for fuel assistance in a consistent, considered, and practical way. 

Current Context

Anecdotal Feedback from across regions indicates an emerging increase in requests for fuel assistance. While current data does not yet show a significant rise, we expect this to change as more up-to-date data becomes available. 

Members and staff in regional areas are reporting: 

  • Increased fuel costs and periods of limited fuel availability 

  • Greater reliance on private vehicles due to limited or unavailable public transport options 

  • Impacts on people’s ability to attend work and maintain income 

  • Longer travel distances for work, school, and medical appointments 

  • Flow-on financial pressures, with fuel costs impacting household budgets  

These conditions may lead to increased demand for assistance in the coming weeks, as households balance fuel costs alongside other essential expenses. 

Key Considerations 

When assessing requests for fuel assistance, Conferences are encouraged to consider: 

  • Purpose of travel (e.g. medical, work, school)  

  • Distance and urgency of travel  

  • Local context (e.g. transport limitations, road closures, community transport options)  
     

Consider Alternatives First 

Where possible, Conferences should explore advocacy and referrals before providing fuel assistance. This may include: 

  • IPTAS – may be available where travel exceeds 100km for medical appointments  

  • Can Assist – may provide petrol cards to support travel for people undergoing cancer treatment  

  • Ask Izzy - a website that shows nearby services and alternative support options available in the local area. 

  • Other local community programs and supports available within the region  

Quick Decision Checklist 

Before providing fuel assistance, consider: 

  • Complexity of PWA situation and overall need 

  • Are travel limitations impacting the PWAs ability to meet basic living standards?  

  • Are alternative supports available?  

  • Has advocacy been considered where appropriate?  

  • Is this the most effective way to support the person we assist?
